Nicango operates a regulated retail business. The compliance posture is the foundation of everything else. This page is the public record of how Nicango is structured, insured, and aligned with Arizona's regulatory framework as currently understood.
Information current as of May 2026. Nicotine pouch regulations at the federal, state, and municipal level continue to evolve. Nicango monitors Arizona and applicable municipal regulatory changes on an ongoing basis. Business structure.
Nicango is the operating name of Nicango Holdings LLC, an Arizona limited liability company. The company is in good standing with the Arizona Corporation Commission, holds an active TPT license issued by the Arizona Department of Revenue, and operates under an EIN registered with the IRS. Banking and accounting are handled domestically.
Headquarters: Scottsdale, Arizona. Service area: Phoenix metro, expanding statewide through 2026.
Product compliance.
FDA authorization
Every product sold through a Nicango machine is FDA-authorized. The four core brands are ZYN (Swedish Match / Philip Morris International), VELO (Reynolds American / British American Tobacco), On! (Altria), and Rogue (Swisher International). These represent the highest-volume FDA-authorized nicotine pouch products on the U.S. market.
Arizona Department of Revenue classification
The Arizona Department of Revenue currently classifies nicotine pouches separately from tobacco products. Nicotine pouches are tobacco-free, smokeless, and sold for adult use only. Nicango operates within this classification.
Age verification
Every Nicango machine includes automated age verification. The machine will not complete a sale without a successful ID verification step. Nicango places machines exclusively in venues licensed for 21-and-over service.
Insurance.
Nicango carries three insurance policies, all underwritten with nicotine pouch vending in mind.

General Liability
Standard commercial general liability coverage applicable to vending machine operations in venue environments.

Product Liability
Coverage for the products sold through Nicango machines. The product liability sits with Nicango, not with the venue.

Cyber Liability
Coverage for the technology component of the machine, including age verification systems and transaction processing.
What to ask any vending company about insurance
Most vape and nicotine pouch vending operators in this market either do not carry insurance coverage on the machine and product they place, or carry only a generic vending machine general liability policy that is not underwritten with nicotine products in mind. The difference matters. A standard vending GL policy does not necessarily cover the product-specific risks that come with placing a nicotine product in a licensed 21+ venue. If you are evaluating any vending operator, ask three questions: do you carry general liability, do you carry product liability specifically covering the products in the machine, and is the product liability underwriter aware that the product is nicotine. If the answer to any of those is unclear, the venue is potentially carrying risk the operator should be carrying.

Municipal compliance.
Nicango places machines only in cities and venues where the operation aligns with the regulatory framework as currently understood. The current placement footprint covers Scottsdale, Phoenix, Mesa, Chandler, Gilbert, Glendale, and Paradise Valley.
Tempe
Tempe currently treats nicotine pouches under its tobacco vending prohibition, while the State of Arizona currently classifies nicotine pouches separately from tobacco. This jurisdictional difference creates regulatory ambiguity. Nicango operates only where the regulatory framework is unambiguous and defers placement in Tempe pending clarification. Other Arizona municipalities
Cities outside the current active footprint are evaluated as Nicango expands. Operators in those cities are welcome to start a qualification conversation; Nicango will be transparent about timing and any city-specific considerations.
Venue responsibilities.
The venue is responsible for two things: providing roughly six square feet of floor space and a standard wall outlet, and confirming the venue holds a valid license for 21-and-over service. That is the complete list of venue compliance responsibilities.
The venue is not responsible for product inventory, age verification operation, transaction processing, machine maintenance, customer support, insurance coverage on the machine or product, or any reporting to state or municipal authorities related to the machine's operation.
